I recently placed a CB on the IR; as he was pretty much out for the rest of the season with an injury.
However, when I try to sign someone to replace him, I get the typical "roster is full" error. The entire point of the IR list is to free up a roster space to sign a replacement. Is this a bug anyone else has noticed, any way around it?
We havent had to do so yet. But it should be that if you put a guy on IR then yes you can sign another guy. You can only have 53 total active players. IR makes a guy inactive so you should be able to pick up another guy.

I've also noticed that ALOT of players get hurt more often and for longer....the out for season always has a **** load full of people
Yeah, that's a problem in this year's game. Games that you don't play have tons of injuries, serious ones too. But games that you do play rarely have serious injuries, if any. In my franchise, 23 players including Santana Moss, Stephen Davis, and Joey Porter are out for the season. Patrick Kerney of the Atlanta Falcons suffered a career ending concussion. My team, the Jets, had one injury (John Lynch, who I traded for, was out for like 3 weeks.), but now in week 5 we are injury free. I don't mean to complain, but the injuries are a bit lopsided from user controlled teams to non-user controlled teams.
