Nope, sorry does not exist in the 360 version.
Looked everywhere again tonight,
Had to eat 640K in penalties.
Oh well good to know, if its a real problem like penalties are 1M+ you can change the trade deadline off and trade someone away instead of cutting them.

Yea, I guess its not a big deal,
But in past Madden Franchises clicking (clear cap penalties) was like finding money. Guess I am just a greedy franchise owner.

Until I rack up my fifth loss in week eight and am down 17 going into the fourth quarter.
That's when I want to cheat like hell and just win!!!!
Here is how you get your cap into the positive again. You can't clear your penalties but you can re sign all of your guys for leauge min. When you are in the pre season and you do not have enough cap to fill your roster follow these instructions. Go to player managment and sort all by bonus. Release all your players that receive zero bonus because they will not give you cap penalty. Then start releasing players with little bonus but big salray. It's ok to have around ten million in cap penalties for the next year because you will have plenty of cap room. Once your cap room is around 10 million go to free agents from the player managment screen by changing the team scroll. The go to each of the players you released. Edit them and switch their position to kicker or punter, their rating should be a 12. Then resign them for leauge min. Once you sign all your players back go to your player managment for your team and switch their positions back to where they were and now you should have plenty of cap for that year and then the next when your penalties clear! I had $80 million in penalties when I did this and I made cap room. Better than starting your franchise over
