What institution is failing to promote and enforce those laws through it's members?

Yeah, sorry Billster. I was talking Islamic terrorists, as they are the most dangerous and pressing in the world right now. I know there are many kinds of Terrorists...And in fact they IRA blew up Manchester while I was in it when I was about 6. They want to be free from English rule...We havent seen much of them for a while though.

I absolutely agree... Whoever came up with the idea that Terrorism is *always* a bad thing is beyond me.
