What will work…. How about diplomacy mixed with strategic assaults? Attacking the actual terrorists, while using diplomatic tactics on counties that harbor them.
Why is that not working now? Because instead of just attacking terrorists, we are attacking entire countries, creating more terrorists. The US has just created a big mess over there, and now we can't tell the terrorists from insurgents.
How about we find Osama? That might help a bit! But then again, if we take out Bin Laden, there will be just another Osama waiting to take his place right? I guess justice doesn’t really matter.

It's hard to convince someone to sneak up and slice an enemies throat when you are throwing hand grenades at him.
How do we know no other countries aren't doing anything? Maybe they are just working more covertly?
The same way that you know that the US isn't trying diplomatic means covertly.
Or perhaps they should be making the conditions such as the people are happy, and they don't *want* to have anything change. Like less poverty as a example. Little hard to do that converts.
