I'm gonna say Fact... cause we all know Peyton can do it on the field on ALMOST any given moment with AN EXCELLENT core of Recievers, whilst Brady was given an average to above average, but CERTAINLY NOT GREAT core of WRs and Lead them to the Super Bowl not once, not twice, but three times... and He can do it at ANY GIVEN MOMENT Makes him the BEST QB.
