I think to eliminate alot of your issues with the rating system there should be 2 things added. 1. A match-up statistic that ties into the attributes of the players. For example, if you have Dwight Freeney who is fast matched up against a slow tackle then Freeney's awareness kicks in and he uses his speed everytime to get around him instead of trying to use strength. Or if you have Mike Williams at 6'5" versus Antoine Winfield 5'9" then the receiver and quarterback know to throw fades and jump balls. If you have a quarterback with low awareness he does not recognize that mismatch.
2. In game game planning like double teaming a DE that is killing your quarterback with a TE/Tackle combination or a Tackle/Guard combination.
You should also be able to set your defense from the play select menu and not have to wait till you are on the field. You never have enough time to adjust once the offensive player selects his play. This would at least give you a 10 second window to set your defense and avoid the quick snaps. That will also force you to audible more on defense but you still won't lose your matchups like double teaming Terrell Owens with a corner/safety combo even if you switch plays.

I also think that the amount of money you make should allow you to do more things in the offseason. For example you could use 500K to hire more scouts and scout more players at the combine. Also the available cash you have effects how much you can give free agents in signing bonus money. Since afterall the signing bonus is upfront money given to the players.
