Most stories about drugs are made up by the people that don't want you to take them... The good steroids are TESTOSTERONE. Now would it make since that TESTOSTERONE would make your package 'smaller'. No I don't think so. The problem is that if you cycle for say 8 weeks. Then at the end of the 8 weeks your bodies production of Test has gone down and you have to take something to kick it back into gear, and for some people (usually those who do so much roids its insanely dangerous) their test production is so low that they can't get 'motivated' for a while, or there testes recess.
Then of course there is always the possibility of man breasts, but if roids where legal (by prescription) then the people would get educated on pills you take, which you take to make sure you don't get them...
Not that I should be getting these deep in a conversation about steroids on this board ...
