According to the Dallas Cowboys website, Edmonton put the recently-released Cowboys pivot on its negotiation list Wednesday.
The Eskimos declined to comment.
Carter, 26, was jettisoned by the Cowboys last week for undisclosed reasons, rumoured to be a failed drug test.
He had been Dallas' opening-day quarterback in each of his three NFL seasons and was slated to start again this year.
Carter completed 292 of 505 pass attempts (57.8%) for 3,302 yards and 17 touchdowns with 21 interceptions in 16 starts as the Cowboys reached the post-season.
The Georgia product also scrambled 68 times for 257 yards and two touchdowns.
Carter is a career 56.2 per cent passer, having completed 507 of 902 passes for 5,839 yards and 29 touchdowns with 36 interceptions in 31 starts since Dallas drafted him in the second round – 53rd overall – in 2001.
